Good afternoon!

今天上午，我與卡泰寧副主席共同主持了第七次中歐經貿高層對話，雙方進行了深入、務實、高效和富有成果的討論，對話取得圓滿成功。雙方圍繞“支持和推動全球化，深化和擴大中歐合作”主題，重點討論了諸多雙方關注的議題，達成了一系列豐碩成果和共識，為第20次中歐領導人會晤經貿部分做了充分準備。

Vice President Jyrki Katainen and I co-presided over the 7th China-EU High-level Economic and Trade Dialogue this morning. The two sides had in-depth, pragmatic, efficient and productive discussions. The Dialogue is indeed a success. Observing the theme of "Supporting and promoting globalization, deepening and expanding China-EU cooperation”, the two sides discussed a broad range of topics of mutual interest and reached a succession of outcomes and consensus. The Dialogue makes a good preparation for the economic and trade agenda of the 20th China-EU Summit.

此次對話背景十分獨特，是在單邊主義和貿易保護主義抬頭、大國經貿關系出現緊張的情況下舉行的。雙方共同認為，必須堅決反對單邊主義和貿易保護主義，防止這種行為可能對世界經濟產生的沖擊和衰退性影響。雙方承諾共同維護以世貿組織為核心、以規則為基礎的多邊貿易體制，推動更加開放、包容、普惠、平衡、互利共贏的經濟全球化，與時俱進改革多邊貿易體制，完善全球經濟治理體系。中方認為，這與中國改革開放的路線圖、時間表高度一致。

The Dialogue was held against a very special backdrop when unilateralism and trade protectionism is on the rise and tensions appear in the economic relations between major countries. Both sides agreed to firmly oppose unilateralism and protectionism and prevent such practices from impacting the world economy or even dragging the world economy into recession. The two sides committed to defend the multilateral trading system that is centered on the WTO and based on rules, to promote economic globalization that is more open, inclusive, beneficial to all, balanced, mutually-beneficial and win-win to reform the multilateral trading system and keep it advancing with the times, and to improve the global institutions for economic governance. China believes that all these are in great alignment with the roadmap and timetable of China's reform and opening-up drive.

雙方充分肯定中歐投資協定談判取得的積極進展，爭取在第20次中歐領導人會晤期間交換清單出價。雙方同意盡早召開第17輪中歐地理標志協定談判，就結束談判的時間表達成共識，并將在第20次中歐領導人會晤期間宣布。

The two sides affirmed the positive progress achieved in the negotiations on China-EU Investment Agreement and sought to exchange the offer during the 20th China-EU Summit. The two sides agreed to have the 17th round of negotiations on Geographical Indications Agreement, reach a consensus on the conclusion of negotiations and announce the development at the 20th China-EU Summit.

雙方就中方加入《政府采購協定》進行了交流，同意共同努力，加快中方加入《政府采購協定》進程。雙方同意推動實現農產品市場準入、有機產品認證互認對等。歐方同意加快推進相關立法進程，并就給予中方認證機構相關認證資格制定時間表。

The two sides exchanged views on the topic of China's accession to the Government Procurement Agreement and agreed to work together to accelerate the accession process. The two sides agreed to promote market access for agricultural produce and the reciprocal mutual recognition of the certification of organic products. The EU agreed to accelerate the legislative process and formulate a timetable on recognizing the qualification of Chinese certification authorities. 

雙方同意繼續推進“一帶一路”合作倡議與歐洲發展戰略對接，推動中歐互聯互通平臺建設、中歐共同投資基金建設取得積極進展，同意進一步加強數字經濟、電子商務、循環經濟、防治白色污染等領域的務實合作。雙方達成共識，將在第20次中歐領導人會晤期間簽署有關氣候變化和共同投資基金的文件。雙方致力于辦好中歐旅游年系列活動。

The two sides agreed to continue connecting the Belt and Road Initiative to Europe's development strategies, promote the positive progress in areas of China-EU Connectivity Platform and China-EU Co-investment Fund, and further the practical cooperation in areas of digital economy, e-commerce, circular economy, and white pollution prevention. The two sides forged a consensus that documents in relation to climate change and the co-investment fund will be signed at the 20th China-EU Summit. The two sides are committed to making the events of China-Europe Tourism Year a great success.

雙方決定加強金融合作。雙方同意關注并推動解決各自企業面臨的市場準入問題，繼續致力于投資貿易自由化便利化，為雙方企業創造寬松、便利的營商環境。中方希望歐方采取務實措施，在放寬對華出口管制方面邁出實質性步伐。

The two sides decided to strengthen financial cooperation. The two sides agreed to pay attention to and work to solve the market access issues facing businesses of both sides and voiced their commitment to trade and investment liberalization and facilitation and creating a convenient and enabling environment for businesses. China hopes that the EU will take practical measures to take substantial steps to relax export control against China. 

雙方就歐盟發布的中國市場環境報告坦誠交換了看法。雙方就產能過剩問題深入交換了意見。中方認為，產能過剩產生的根本原因在于國際金融危機引起的全球總需求收縮，中國主動擴大內需，穩定世界經濟增長。產能過剩是一個全球性問題，中方愿與相關國家共同努力，找到合理的解決方案。

The two sides had candid exchanges of views on the Report on China's Market Environment released by the EU and had in-depth discussions on the issue of excess capacity. The Chinese side believed that the fundamental reason to excess capacity is the contraction of aggregate global demand caused by the international financial crisis, and China adopted voluntary measures to increase domestic demand which contributed to stabilizing the world economic growth. Excess capacity is a global challenge, and China stands ready to work with relevant countries in finding a reasonable solution.

我們生活在一個大變革的時代，也是格外需要思想和智慧的時代，更是需要實干和作為的時代。人類社會面臨諸多共同挑戰，尤其是氣候變化、環境惡化、人口老齡化、網絡安全、恐怖主義以及技術變革雙刃劍影響等帶來的多種挑戰，這些都不是單個國家能夠獨自解決的。不同政治制度之間、不同文化的國家之間應該相互包容、相互理解、相互尊重，遵守契約精神，攜起手來應對已知和未知的各種挑戰，共同推動構建人類命運共同體，保護世界持久和平。中方高度欣賞卡泰寧副主席和歐方同事的專業主義和伙伴精神，由衷希望中國和歐盟成為包容互鑒、互利共贏的合作典范。

We live in an age of great changes, an age in great need of thought and wisdom, as well as solid work and concrete actions. The human being is faced with many common challenges, particularly climate change, deteriorating environment, aging population, cyber-security, terrorism and the double-edged technology revolution. No single country is able to tackle these challenges on its own. Countries of different political systems and cultures shall accommodate, understand, and respect each other, observe the spirit of contract and make collective endeavor to tackle all the known and unknown challenges. Countries shall work together to build a community with shared future for mankind and safeguard the lasting peace of the world. China highly appreciates the professionalism and partnership spirit of Vice President Jyrki Katainen and EU colleagues. Wholeheartedly I hope that China and the EU will stand out as epitome of inclusive, mutual-learning, mutually beneficial and cooperative relationship.
